The health minister, Kenneth McNeill, gave the final report of the Rubin and Comitas field study of chronic ganja smokers to the Daily Gleaner, which printed it in 50 daily instalments. The study found no significant relationship between ganja and crime. McNeill cited it in August when parliament abolished mandatory sentences, while saying ganja would stay on the list of dangerous drugs.[1]
