A Health Ministry reform, delayed from 2023 by the war, let many more doctors prescribe cannabis like other medicines in place of personal licences issued by a few approved doctors. For most conditions patients no longer had to try conventional drugs first. More than 137,000 people held licences at the time, up from about 30,000 in early 2019.[1]
