The law passed on this day took effect on 1 April 2019: an adult caught with cannabis in public pays a fine of about 275 dollars for a first offence and 550 for a second, and only a third within seven years opens a criminal investigation. A survey of 2017 had found that 27% of Israelis aged 18 to 65 had used cannabis in the past year, the highest rate recorded anywhere.[1]
