A Medan newspaper warns planters that cannabis is a banned crop

De Sumatra Post reported on 23 April 1935 that planting Indian hemp was forbidden, a reminder that the colonial narcotics decree had made cannabis a prohibited crop. Arrests for growing and smoking cannabis rose through the 1930s as the colonial authorities enforced the 1927 rules, including in the Sumatran provinces where the plant had long been grown and used as an opium substitute.[1][2]
