Two years after possession was legalised, the researchers evaluating the law published their second interim report. More of the cannabis used in Germany came from home growing and pharmacies, they found no rise in use that could be put down to the reform, and the growing associations played only a small part in pushing back the black market. Fewer young people were being sent to early-intervention programmes, and the routine prescribing of high-THC medical cannabis was not justified by studies.[1] The health, interior and family ministers answered that the partial legalisation had been a mistake and that action was urgently needed.[2]
