France tells prosecutors to keep drug users out of prison

A circular signed by the justice minister, Élisabeth Guigou, left the 1970 law untouched, under which use is punishable with a year in prison and a fine of 25,000 francs, but said imprisonment of a user with no other offence must be a last resort. It asked for alternatives to prosecution, and found a simple warning well suited to occasional users, above all of cannabis.[1]
