In appeal 88-87.571, the Court of Cassation upheld refusal to consider lifting a permanent exclusion from French territory imposed for drug offences. The 1987 trafficking law had removed that route of relief. The Court treated the change as a procedural rule governing sentence execution, immediately applicable even though the offences preceded the amendment. Only applications filed before the new rule took effect retained the earlier remedy. The judgment concerned drug offences generally; it did not identify the substance involved or change the cannabis possession penalty.[1]
