The Narcotic Drugs, Psychotropic Substances and Substance Abuse Act 2005 made cultivation and domestication of cannabis an offence and prohibited harvesting or collection, except for producing fibre and animal feed — the traditional uses.[1] Owners and occupiers of land had to destroy any cannabis found growing there.[1] Cannabis meant the flowering or fruiting tops with resin unextracted, and cannabis plant any plant of the genus.[1]
