Azerbaijan amends its narcotics law to cover parts of plants and to define small amounts
Law No. 1024-VIQD added "(their parts)" to the definition of plants containing narcotic substances and reworded Article 21: amounts below the substantial amount set by law are a small amount that leads to administrative liability.
