In 1919 the British military government in Palestine warned the public that henceforth it … ession of hashish.[@1] It is the first reference to an anti-hashish regime in Palestine — issuedprinted in the November gazette of the Occupied Enemy Territory Administration (South), before the Mandate itself, when the smuggling routes feeding Egypt had just shifted from … g, importing, exporting and possessing opiates, coca leaves, cocaine and Indian hemp.[@1] The 1925 Geneva Convention confirmed the proscription and took effect in September 1928.[@1] Amendments followed in 1928, 1932 and 1936, each incorporating the League's Opium Advisory … tling illegal immigration and to spiralling Arab-Jewish tensions.[@1] Policing hashish was, in the record's own impression, an annoyance and a burden, fulfilled tepidly by demoralised, underpaid servicemen facing hostile societies — while the CID chased assassinations, arms and bombs instead.[@1] ## The smokers By the mid-1930s smoking had spread through the Arab urban working class of Jaffa, robberyHaifa, bombsJerusalem, Acre, Nablus and sabotage insteadTiberias: press reports counted more than 5,000 smokers in seven Jaffa dens in 1936, and café owners were regularly arrested.[@1] The 1936 ordinance answered with article 14, the first rule in the Mandate's drug laws against premises used for selling or smoking hashish.[@1] The habit even reached parts of the Arab urban middle class: the memoirs of the Jerusalem composer Wasif Jawhariyyeh recall a hedonistic postwar milieu of music and hashish.[@1] ## A corridor, not a market What the laws confronted was mostly transit: hashish grown in … whose own ban was already decades old.[@1] The new borders meant little to the traffickers, whose contempt for them put the colonial state's legitimacy itself in question.[@1] Bedouin couriers sewed parcels into camel saddles or glued them under the camel's hump — a ploy used so often that officers openly mocked it — risking death and prison for a few pounds' commission while Beirut notables rubbed their hands over each consignment safely run into Egypt.[@1] … oks, but the trade flowed around them all the way to [1948 and beyond](/country/ps/).[@1]
