Commencement Instrument, 2025. ULII's page for that instrument is Statutory
Instrument 42 of 2025, made 9 April 2025, with 14 April 2025 as its date.

The scored drop (possession 1 to 0, sharing 1 to 0, total 9 to 6) is
`uganda-narcotics-commencement-2025`. The 2 February 2024 assent stays, with
no score. The 2023 court entry already said the annulment did not legalise
cannabis. The national line stays on the 1902 ban, total 9, until 14 April
2025. The 2016 penalty step is still unscored: those years still need their
own reconstruction.

## Portugal

Law 55/2023 was read in the Diário da República, series I, no. 175, 8 September
2023. Article 5 brings it into force on the first day of the next month, 1
October 2023. Article 40(2) of Decree-Law 15/93 makes acquisition and
possession for personal use an administrative offence. Article 40(3), and
article 2(2) of Law 30/2000, make a quantity above the average ten-day amount
a sign that the purpose may not be personal use. Article 40(4) and article
2(3) say that where exclusive personal use is shown, the judicial authority
closes the case, withholds indictment or acquits, and refers the person to a
dissuasion commission. Article 40(1) still makes cultivation for one's own use
a crime of up to three months or a fine of up to 30 days.

The profile now says 25 g of flower and 5 g of hashish are those reference
amounts. Possession stays at 3 and enforcement at 5. A larger holding can
still open a criminal inquiry until personal use is shown, so no whole segment
moves. The event is `portugal-personal-use-quantity-2023`, linked to the 2008
ruling it supersedes for proven personal use.

## India

Indian Kanoon's text of Act 9 of 2001 is dated 9 May 2001 in the heading.
Section 1(2) leaves commencement to a notification in the Official Gazette.
The MyNation reproduction of section 1 prints the standard footnote: the 2001
insertions take effect on 2 October 2001 by S.O. 957(E) of 27 September 2001.
The India Code compilation PDF cited in the issue did not download from here.
The scored event `india-ndps-amendment-2001` is dated 2 October 2001. Assent
on 9 May is a separate entry with no score. The 19 October 2001 quantity
notification stays in the October event's text. Both dates are in 2001, so the
year-end score is unchanged: 11 to 13, possession 0 to 1.

## New Zealand

The checked 1927 entry already said section 1 postponed commencement until
1 January 1928, from the official text of the Dangerous Drugs Act 1927. That
site returned a bot check on this pass, so the date was not re-read. The score
now sits on `new-zealand-dangerous-drugs-commencement-1928`. Assent on
11 November 1927 has no score. The 1927 year-end total is 100. The 1928
year-end total is 11, which is the Misuse of Drugs Act's `before`.
