Read the March 2026 drug-law amendment and amended commencement clause, the new Criminal
Code, current Justice Ministry cannabis guidance, the current 2017 implementing decree
(downloaded from Justel when browser retrieval failed), current traffic law, FAMHP’s product
page and VAD/Druglijn’s Belgian vocabulary page. The amendment’s headline metadata still says
8 April, but its changed article 32 ties commencement to the new code; the current drug-law
annotations and ministry confirm 1 September. The June decree amendment updates article 61’s
cross-references to levels 1 and 2. Replaced stale possession fines with €250/500/1,000 inclusive
of the ministry’s 1.25 multiplier. Public/institutional locations and statutory aggravation
remain separate from the three-gram prosecution policy. Added supply imprisonment levels and
updated driving fines and the ordinary discretionary ban minimum to eight days. Ancillary
supply fine maxima and individual mitigation require fuller treatment; no unsupported final
fine range is calculated. Current six-segment bands retained: low-priority personal possession
and unlawful supply remain in the same bands. FAMHP distinguishes marketed Sativex, authorised
but unmarketed Epidyolex, and pharmaceutical CBD compounds. Added four locally documented words.

Validation: first build hit a regression test requiring the explicit phrase that prosecutors
may still bring charges; restored that wording. The second passed all 196 tests and rendered
