British Guiana passes the Indian Hemp Ordinance

description

The ordinance moved from licensing to prohibition, banning the growing and possession of cannabis. The historian James Mills, citing a 1924 Home Office file, describes it differently: imported cannabis had to be stored in a colonial bonded warehouse and released only to traders who had paid for a licence, the model Trinidad copied in 1915.

Greece bans hashish

date

1890-03-27

description

A royal decreeGreece prohibited growing, importing and using hashish, one of the first national bans in Europe. Wikipedia describes it as a royal decree; Stefanis and colleagues, citing the Health Council's report, describe a circular of the Interior Ministry issued on 27 March 1890 after a decision of the Medical Council. It stayed in force until 1920, but hashish was still smoked openly in the tekedes of Piraeus and central Athens.

+# Non-US book pass (15 October 2026)
+
+## Rubin (ed.), *Cannabis and Culture* — Partridge, "Cannabis and Cultural Groups in a Colombian Municipio"
+
+Read pp. 147–163.
+
+- colombia-first-marijuana-law-1928 (context `ban`, no `before`): Partridge cites Patiño, Ardila and Torres
+ for Colombian marijuana laws dating from 1928, and Costa Rican ones from 1927. The site's first scored
+ Colombian ban stays at 1939 until the 1928 statute is found. The Costa Rica decree stays at 24 October
+ 1928, because the site has a dated decree and Partridge's 1927 is second-hand.
+- colombia-santa-marta-cannabis-economy-1973, plus an article: fieldwork from July 1972 below the Sierra
+ Nevada de Santa Marta. It covers growers displaced by la Violencia, the price comparison with coffee, the
+ two marketing systems and export to the United States.
+
+## Rubin & Comitas, *Ganja in Jamaica*
+
+- jamaica-indian-labourers-arrive-1845 (pp. 16–17): first indentured labourers in 1845, about 36,000 by
+ 1917, and no evidence of cannabis use before 1845. The existing jamaica-ganja-arrives-1855 (imports in the
+ 1850s and 1860s) is consistent with it and is kept.
+
+## Mills, *Cannabis Britannica*
+
+- Chapter 3 (pp. 47–65) re-read. No new legal events; the existing articles on 1854 and 1876 already draw
+ on it.
+- Chapter 6 (pp. 123–138): india-bengal-public-warehouses-1904 (plus an article), india-assam-ganja-report-1918
+ and india-hemp-drugs-revenue-1921.
+- Conflict: Mills (p. 123 n. 78, p. 139, citing PRO HO 144/6073) describes British Guiana's 1913 Indian Hemp
+ Ordinance as a licensed bonded-warehouse system for imported cannabis. The site, following Wikipedia,
+ scores it as a ban (gy 49 → 9). Mills's description was added to the entry and the score left unchanged
+ until the ordinance's text is checked.
+- Pagination: the plates shift the offset; printed 117 = PDF 140 and printed 123 = PDF 147.
+
+`node scripts/data-status.cjs chain` flags: co 0, jm 0, gy 0. India has one flagged step, the 1985 NDPS
+Act (40 → 13), which was already flagged before this pass.

+# Ribeiro, *The Flowers of Good* — Brazil pass (15 October 2026)
+
+Edition: Soft Skull Press, New York, 2026, translated by Daniel Hahn, ISBN 978-1-59376-811-9. The EPUB
+cites chapters by title.
+
+Read chapter 2, "Brazil Is Still Lagging, but It's Making Progress", in full; scanned chapters 1, 8 and 11.
+The author was a participant: he signed the 2010 SBNeC note and is honorary president of FACT. Evaluative
+claims and association figures are therefore attributed to him or to the groups he cites.
+
+New context entries (country br, none carries `before`):
+brazil-marijuana-march-repression-2008, brazil-stf-marijuana-march-2011,
+brazil-first-cultivation-habeas-corpus-2016, brazil-abrace-authorised-2017,
+brazil-sbpc-legalisation-motion-2018, brazil-fact-federation-2019, brazil-apepi-authorised-2020,
+brazil-stj-home-growing-2022, brazil-anvisa-research-cultivation-2022.
+
+New article: brazil-first-cultivation-habeas-corpus-2016.
+
+Not used: the 2010 arrest of the musician Pedro Caetano (released the next day after a note from
+neuroscientists); the scientists' personal research accounts. Possible later culture material: Growroom,
+the Marijuana March in Brazil.
+
+The Brazil chain is unchanged and flags 0 steps. A schema note: sources do not accept a `translators`
+field, so the translator is recorded only in books.yaml.
