Government reports tracked the revenue from hemp drugs: about 5.6 million rupees across British India in 1900, 7.8 million in 1905 and 18.3 million in 1921. In Bengal they still made up about a fifth of all excise income in 1921, in Bihar and Orissa over a quarter, and in Delhi a third, even though consumption per head in Bengal had fallen since 1905.[1]
