Replaced Wikipedia-only use text; no implication that absence of an RS/Brčko possession crime makes possession lawful. Read current RS consolidation through 78/2026 and Brčko’s current 232–233, which lack the Federation’s standalone possession paragraph. Added hemp and corrected production medical→hemp: the existing production text described industrial hemp, not a medical cultivation route. Added four entries (2006 commencement, 2015 RS public-use law, 2022 agency warning, February 2026 marijuana ticket), and a 2005 law article distinguishing adoption from February 2006 publication/commencement. Medical implementation still pending; access remains zero. Scores retained. Remaining: 1940s/1960s–1980s, stronger original texts for 1930/1950 articles, current driving law and national cannabis arrest statistics. Some reporting cites a different RS possession fine under older legislation; its current statutory interaction was not resolved, so it is not asserted as a universal tariff.
