The World Bank maps Yemen's qat economy

A World Bank report on qat demand reduction described qat as legal to grow and sell but taxed, with imports banned and an effective tax of only 3 to 4 per cent of final value. It estimated that qat accounted for about 6 per cent of GDP, 10 per cent of consumption and one-third of agricultural GDP, and employed one in seven workers. The report recommended higher taxes, public information and alternative crops. It treated qat as a development and public-health problem, not as a narcotic like cannabis.[1]
