Houthi forces take Sana'a and split drug enforcement

Houthi fighters seized Sana'a in September 2014 after four days of fighting, and the interior ministry ordered its troops to stand down. The takeover was followed by the division of state institutions; by 2025 there were two rival drug-control administrations, with the internationally recognised government's administration reporting only on governorates it controlled while the Sana'a authorities ran their own courts and seizures. The 1993 statute stayed on the books in both areas, but the courts, police and statistics separated.[1][2][3]
