Vietnam adds harm reduction and mandatory post-treatment supervision

Law 16/2008/QH12 revised the drug-control framework. New Article 34a recognised harm-reduction interventions through programmes and projects. Revised Article 33 also required one to two years of supervision after compulsory institutional treatment, either at home or in a dedicated institution for people assessed as having a high risk of relapse. Revised Article 27 set family and community treatment at six to twelve months and allowed compulsory community treatment by local decision. The amendment was adopted on 3 June 2008 and took effect on 1 January 2009. These provisions concerned dependent drug users generally; they created no lawful cannabis-use exemption.[1]
