Law 23/2000/QH10 expressly included cannabis among drug-bearing plants and prohibited their cultivation, alongside unauthorised possession, supply and use of drugs. Article 28 provided compulsory institutional treatment lasting one to two years for dependent adults who remained dependent after family or community treatment or repeated local education, or who had no fixed residence. District-level authorities ordered admission. The law consolidated prohibition and treatment duties; this was not Vietnam's first cannabis ban. Adopted on 9 December 2000, it commenced on 1 June 2001 under Article 55.[1]
