Regulator Joanne Moorehead reported a certificate to operate for a Tier 1 commercial cannabis grower on St. Croix, saying official cultivation had begun.[1] She also said the testing laboratory was operational and awaiting plants, a change from the laboratory bottleneck described in August.[1][2] An October market update still reported no dispensary open for sales.[3]
