Tightening 🇹🇲 Turkmenistan

The Soviet Union raises drug penalties, and Turkmenistan is covered

A 22 June 1987 edict of the USSR Supreme Soviet Presidium set up to five years in prison for growing Indian hemp and several southern hemp varieties, and up to eight years for a repeat offence. It made repeat possession without intent to sell, and repeat drug use, crimes carrying up to two years after a first case handled by fine, corrective labour or up to 15 days' arrest. Turkmenistan was then a Soviet republic, so the union measure applied on its territory.[1]
