The criminal code signed on 12 June 1997 took effect on 1 January 1998. It set three to ten years for drug supply, up to five years for possession without intent to supply, and up to three years for growing cannabis. The 2023 replacement raised those terms, but the 1997 articles remained the basis of prosecutions for 25 years.[1]
