Tunisia writes the rules for its takrouri monopoly

A decree of 11 April 1927 set who could make, distribute, hold and sell takrouri, the chopped cannabis sold under Tunisia's state tobacco monopoly. The 1953 ban kept its rules alive so the monopoly could sell off its remaining stock, until the end of 1954 at the latest. The decree itself was not read; the 1953 decree cites it by date.[1]
