Faced with a heroin and HIV crisis the 1975 crackdown had not stopped, Zurich let drug users gather in the Platzspitz park near the main station. The tolerance zone became known as Needle Park; health services followed, and between 1988 and 1992 the park's ZIPP-AIDS project answered 6,700 overdoses and handed out ten million sterile syringes. The park closed in 1992, but putting health before enforcement shaped the four-pillar policy that followed.[1]
