Colonial Korea's narcotics decree targets morphine and cocaine, not hemp

The Governor-General's Narcotics Control Decree (조선마약취체령) and its enforcement rules took effect in 1935; the rules were published on 14 August and applied from 1 September, licensing and policing morphine, cocaine, codeine and related drugs. The decree's 1935 definition of narcotics did not include cannabis; hemp fibre and seed stayed outside the narcotics regime. The colonial system nevertheless set the administrative model that later Korean drug laws reused.[1][2]
