Rwanda required authorisation for producing, distributing and using controlled drugs for medical or research purposes, with record keeping and controls on cross-border trade. The law took effect on 9 April 2012 and directed the health minister to set security and authorisation rules. That power later supported the cannabis licensing order issued in 2021.[1][2]
