Puerto Rico converts drug sentences to fixed terms

Law 109 rewrote the penalties across the 1971 drug law as fixed prison terms, replacing the old minimum-to-maximum ranges. Possession for personal use now carried a fixed three years, five with aggravating circumstances and two with mitigating ones, plus a possible fine; repeat possession drew a fixed six years, and the once-in-a-lifetime probation and dismissal for first offenders stayed.[1] The reform covered every controlled substance, cannabis included. Approved on 4 June 1980, it took effect together with the act establishing the fixed-sentence system.[1]
