Index score

−89 points

Puerto Rico adopted a law to punish cannabis planting, importation, purchase and sale. The Supreme Court later identified it as the original cannabis statute and explained that a separate law in May 1934 re-enacted it. Cannabis remained criminalised through the harsher narcotics law introduced in 1959.[1]
