The Philippines launches a nationwide war on drugs
Police began Project Double Barrel and Oplan Tokhang, targeting alleged users as well as dealers. Thousands of drug suspects were killed over the following years; a UN investigation found widespread rights violations, weak due-process safeguards and near impunity.
