The Supreme People's Assembly Presidium adopted the Narcotics Control Law, creating a state licensing system for producing, storing, supplying and exporting narcotics. Appendix 1 listed cannabis (대마) and cannabis resin (대마수지) as narcotics, so unauthorised possession or supply fell under the state control regime. The law was amended in 2005, 2016 and 2021; it sets administrative or criminal responsibility for breaches but does not itself give prison terms.[1]
