A 2013 revision of the Criminal Law added life imprisonment or death for especially grave cases of large-scale opium cultivation or narcotics manufacture, and for large-scale narcotics smuggling or trading. The change came as illegal opium cultivation and drug manufacture increased, according to the Korea Institute for National Unification. The articles speak of narcotics generally and do not name cannabis.[1]
