The National Drug Law Enforcement Agency Decree set up the agency that still enforces Nigeria's drug law and, with the Indian Hemp Decree of 1966 and the Special Tribunal decrees of 1984 and 1986, forms its legal base. As summarised in a 2017 regional review, the law makes no distinction between possession and use, both punished with 15 to 25 years in prison, while producing, planting or growing, selling, buying or otherwise dealing all carry life imprisonment. The decree was amended in 1990 and 1992 and became an Act in the 2004 revision of the laws.[1]
