New Zealand enacts the Narcotics Act to implement the Single Convention

The Law Commission's historical review identifies the Narcotics Act 1965 as the measure implementing the 1961 Single Convention. It distinguished dealing offences from simple possession or use, with substantially higher penalties for dealing. This year-level entry records enactment as described by the review, rather than asserting an exact commencement day.[1]
