Mauritania's 1961 constitution, adopted on 20 May, provided that all laws and regulations already in force remained applicable until they were changed. That kept the French West African poisonous-substances decree of 1926 in force after independence, the framework under which narcotic substances were controlled in the colony. The constitution created no separate cannabis offence and no new penalty; it preserved the existing rules.[1]
