In Hassan v The State, the Supreme Court identified 13 June 1961 as the commencement of the Pharmacy and Drugs Act. The judgment contrasted the former ordinance's broad Indian-hemp possession prohibition with section 47(1), which concerned material prepared for smoking or smoking residue. This event records the transition described by the court; it does not imply that cultivation, supply or all other cannabis activities became lawful.[1]
