Laos passes its first narcotics law, aimed at opium

A US State Department fact sheet says Laos's first Narcotics Control Law took effect in November 1971, prohibiting commercial transactions in opium and its derivatives, including heroin. The fact sheet presents the law as part of a bilateral narcotics control plan that Prime Minister Souvanna Phouma had welcomed a year earlier. It came two years before Laos joined the Single Convention on Narcotic Drugs.[1]
