A proposal to extend death penalties to drug importing, manufacture and cultivation passed a first parliamentary reading but failed to secure majority support at its second reading, Amnesty International reported.[1] The proposal would have made death optional for some trafficking offences and mandatory in specified aggravated circumstances.[1] Broader capital drug penalties followed in 1995.[2]
