Tightening 🇰🇿 Kazakhstan

Kazakhstan starts fining drug use outside public places

Law No. 155-VIII added Article 440-1 to the Administrative Code, making non-medical drug use an administrative offence where it is not already a crime. The fine is 40 monthly calculation indices or ten days' arrest, and 80 indices or twenty days for a repeat within a year. Public use remains a criminal offence under Article 296, so the new article covers use that is not already a crime, in practice outside public places. It took effect 60 days after publication.[1][2]
