Debate 🇯🇵 Japan

Japan adopts a third five-year drug strategy with a focus on young cannabis users

Japan's third five-year drug strategy combined prevention education, treatment and rehabilitation, action against trafficking networks and border controls. It identified rising cannabis arrests and the predominance of younger people among cannabis and synthetic-drug cases as concerns, and called for stronger school and university prevention work. The strategy set policy priorities without itself creating a new cannabis offence.[1][2]
