A Badra court imposed one-million-dinar fines in three personal-use drug cases, relying on general sentencing mitigation to impose a fine alone.[1] Judicial inspectors said that choosing a fine did not allow judges to go below the drug law's five-million-dinar minimum, and recommended appeals against the judgments.[1] Their later published review concerns drug offences generally and does not identify these as cannabis cases.[1]
