Government Regulation 1/1980 implemented the 1976 narcotics law for licensed scientific and educational institutions cultivating poppy, coca or cannabis. Institutions had to report every six months to the health minister on cultivation, harvests, use and stocks, and notify police within 24 hours of discovering losses. It prohibited unauthorised cultivation, maintenance or control of the plants and tied violations to the existing criminal provisions. This was a controlled institutional framework, not permission for personal growing. The regulation took effect on promulgation on 9 January 1980.[1][2]
