Himachal notifies rules for licensed medical cannabis growing

On 23 July 2026 Himachal Pradesh notified amendments to its NDPS Rules allowing licensed cannabis cultivation for medical and scientific use. Licences require at least three acres of contiguous, enclosed and geo-tagged land, certified indigenous seed with a cannabinoid certificate, secure storage and a separate processing licence; manufacturing units need ₹100 crore of capital and pay a 3 per cent state cess. The rules prohibit sale or transport outside the licensed medical and scientific scheme, and set up state and district review committees.[1]
