The Assam Ganja and Bhang Prohibition Act prohibited the sale, purchase, possession and consumption of ganja and bhang in the state, going further than national law, which then still allowed licensed sale and to this day leaves bhang alone. The ban has not ended use: thousands consume cannabis each year at the Ambubachi Mela, a festival held in Assam.[1]
