Hong Kong publishes its first white paper on the drug problem

The government laid The Problem of Narcotic Drugs in Hong Kong before the Legislative Council on 11 November 1959, the first comprehensive public account of trafficking and addiction in the territory. It followed a 1957 report and 1958 Executive Council decisions, and set up a standing advisory committee to coordinate policy. Officials then estimated about 30,000 confirmed addicts, and the report said nine in ten prisoners were addicted.[1]
