DR Congo specifies controls for medical and scientific cannabis

A ministerial order revised the 2021 narcotics framework and set cannabis-specific cultivation, production, import and export controls. Medical cultivation requires authorisation and is subject to a stated 0.2% THC ceiling; scientific cultivation has no THC ceiling under article 100. Recreational activities remain prohibited. The order takes effect on signature; its existence does not establish operating patient access.[1]
