Early in the military dictatorship President Castello Branco signed Law 4.451, which reinforced and hardened the penalties of the 1940 Penal Code for narcotics. It was the first of three tightenings under the dictatorship: a decree-law of 1968 put the user on the same footing as the trafficker, and Law 5.726 of 1971 confirmed it.[1]
