Bhutan replaces its narcotics rules and keeps research permits

The Narcotic Drugs, Psychotropic Substances and Substance Abuse Rules and Regulations 2026 took effect on 1 July 2026 and replaced the 2024 rules. They set the procedure for provisional and technical authorisations for research, teaching and forensic work under section 18 of the 2015 act. They contain no cannabis or hemp provision, so the section 130 fibre and animal-feed exception has no implementing provision in these rules.[1]
