Amnesty International counted 466 people allegedly killed by the security forces in 2018 in an anti-drugs campaign, three times the number of the year before and the highest in decades. The police described the deaths as gunfights. Witnesses told Amnesty they had been brought to the scene afterwards and asked to sign false statements, and that victims had been held for days or weeks before their bodies were found.[1]
