On 25 December 1958 the Soviet Union adopted the Fundamentals of Criminal Legislation, the model the union republics used when they replaced their old criminal codes. Azerbaijan's Supreme Soviet cited the fundamentals when it adopted the republic's code on 8 December 1960; that code's Article 227 punished planting or growing Indian hemp with up to five years in prison. The fundamentals set the framework, not the hemp offence itself.[1]
