Soviet law makes possession for personal use a crime in Azerbaijan

Index score

209

−11 points

Until 1974 the Soviet criminal codes punished making and dealing in drugs; personal use and possession without intent to sell carried no penalty. A decree of the Supreme Soviet on strengthening the fight against drug addiction changed that across the union, Soviet Azerbaijan included: possession without intent to sell became punishable with up to three years in prison, while production and trafficking drew ten to fifteen.[1] The 1987 edict later softened first small-quantity possession to an administrative penalty.[2]
